Red Cat Holdings has formalized a strategic partnership with Spetstechnoexport, a state-owned enterprise under Ukraine’s Ministry of Defense, through a memorandum of understanding.

The partnership is structured around cooperation across air, land, and maritime domains, with stated goals of integrating advanced technologies, expanding production capabilities, and enabling broader access to U.S. and Ukrainian defense innovations in global markets. Red Cat describes itself as among the first U.S. companies to formally collaborate with a Ukrainian state-owned defense enterprise on multi-domain unmanned systems.

The significance of the announcement lies less in Red Cat specifically and more in the counterparty. Spetstechnoexport is not a private manufacturer — it is Ukraine’s designated mechanism for defense technology export, international partnership coordination, and the scaling of battlefield-proven systems for operational deployment abroad. A formal MOU with STE represents engagement with the Ukrainian government’s official export architecture at a moment when that architecture is still being built under considerable market pressure.

The announcement follows a joint event held in Ukraine earlier in March, where Red Cat and STE convened defense stakeholders, technology developers, and operational end users to identify opportunities for cooperation.

Red Cat — whose Teal drone is Blue UAS Framework listed — has positioned the partnership within its broader Family of Systems strategy combining aerial, ground, and maritime platforms with secure communications and scalable manufacturing.

The MOU is a framework document; specific programmatic deliverables have not been disclosed. Red Cat is a Nasdaq-listed company (RCAT).
